Pronouncement for International Design Competition of Building Complex above Shenzhen University Station of Metro Line No.1

一、項(xiàng)目背景 Project Background
深圳地鐵1號(hào)線深大站是南山片區(qū)內(nèi)重要的交通接駁樞紐，是集地鐵、常規(guī)公交、社會(huì)車輛、出租車在內(nèi)的綜合交通樞紐。
Shenzhen University Station on No.1 metro line is an important Transport hub in Nan Shan District. It is the intersection for metro, buses, cars and taxies.
深圳地鐵1號(hào)線深大站綜合體上蓋物業(yè)項(xiàng)目（以下稱本項(xiàng)目）為甲級(jí)寫字樓、五星級(jí)酒店、商業(yè)、片區(qū)交通樞紐為一體的超高層綜合建筑。是深南路上科技園段最重要的地標(biāo)性建筑物之一。
Building Complex above Shenzhen University Station of Metro Line No.1 (hereinafter the Project) is to design a super-high building complex including grade A office, five star hotel, commercial/retail and area transport hub. It is one of the most important landmarks along Shennan Blvd, within the Hi-tech Park area.

二、項(xiàng)目概況 General Information of the Project
本項(xiàng)目位于深圳市南山區(qū)科技園南區(qū)，處于深南大道和科技園內(nèi)南北向大道科苑大道的交叉口的西南角，用地東至科苑大道、南至科技南一路、西至深圳大學(xué)未開(kāi)發(fā)用地、北至深南大道，占地面積為9772.1平方米。建筑容積率10.0，建筑覆蓋率滿足《深標(biāo)》要求，建筑高度≥180 米，計(jì)入容積率的總建筑面積為97760m2。
This project located in the south part of the Hi-tech Park in Nan Shan District, which is also at the southwest corner of the intersection of Shennan Blvd and Keyuan Blvd. The site boundary: Keyuan Blvd is to the east, Keji South Road 1st is to the south, undeveloped land Shenzhen University is to the west, and Shennan Blvd is to the north. The total site area is 9,772.1 square meters. Floor area ratio (FAR) is 10.0； the building coverage meets the requirements of Standards and principles for ShenZhen Urban Plan.The height is no less than 180 meters, and the total construction area that counted into FAR is 97,760 square meters.
包括建筑、結(jié)構(gòu)、機(jī)電設(shè)備、景觀和內(nèi)部公共空間裝修的工程總造價(jià)約6.5億元人民幣，其中不包括酒店和商業(yè)部分的精裝修造價(jià)。
The total construction fee is about RMB 650,000,000, including architecture, construction, mechanical and electrical equipments, landscape and inner public space decor, but not including the decor of hotel and commercial/retail part.
地塊目前為地鐵一號(hào)線深大站的施工工地，地鐵土建部分和土方回填已經(jīng)施工完成。深大站于2009年9月底投入運(yùn)營(yíng)。
The site is now construction site of Shenzhen University Station, which has been finished, and the station has started its operation at the end of September, 2009.

三、競(jìng)賽報(bào)名方式與要求 Sign-ups
本次國(guó)際競(jìng)賽擬在全球范圍展開(kāi)，采取“公開(kāi)征集”的方式。
The competition is open to the public. It is an open design competition.
具體要求：
Requirements:?
1、參賽的設(shè)計(jì)機(jī)構(gòu)應(yīng)具有超高層和五星級(jí)酒店設(shè)計(jì)能力及實(shí)踐經(jīng)驗(yàn)的境外或在境內(nèi)合法開(kāi)展業(yè)務(wù)的獨(dú)立設(shè)計(jì)機(jī)構(gòu)或設(shè)計(jì)聯(lián)合體。
Participants should be independent design firm or joint-designer that have design capability and experience of super high building and five star hotels.?
2、參賽設(shè)計(jì)單位報(bào)名時(shí)應(yīng)填寫報(bào)名表(見(jiàn)附表) 、機(jī)構(gòu)簡(jiǎn)介，資質(zhì)證明（或商業(yè)登記證明）復(fù)印件并加蓋公章或簽字，概念提案應(yīng)包括工作計(jì)劃?
及對(duì)競(jìng)賽任務(wù)書的解讀和初步構(gòu)想,提交方式包括傳真、郵政快件或電子郵件等方式（詳見(jiàn)競(jìng)賽文件）
The participant should submit the sign-up form attached, provide organization introduction and signed or stamped copy of certificate of business registration, conceptual proposals should include work plan and understandings and preliminary design concept idea towards the Brief via fax, express mail or email (see the Brief for details).
3、評(píng)委會(huì)將對(duì)所有報(bào)名的設(shè)計(jì)單位進(jìn)行資格預(yù)審，選出6家作為邀請(qǐng)的設(shè)計(jì)單位參加競(jìng)賽，并發(fā)出邀請(qǐng)函。未獲邀請(qǐng)的設(shè)計(jì)單位同樣可參加競(jìng)賽，
在評(píng)審階段將遵從一視同仁的評(píng)判原則。
6 firms will be selected as the invited entries, and will get invitations. Others can participate volunteered, and will be treated the same in the jury.

四、競(jìng)賽時(shí)間安排 Schedule
以下所有標(biāo)示時(shí)間均以北京時(shí)間為準(zhǔn)。
All dates and time listed below are Beijing time.
1、競(jìng)賽報(bào)名截止日期：2010年 5 月 5 日18：00時(shí)。請(qǐng)參賽的設(shè)計(jì)單位于報(bào)名截止日期之前將報(bào)名文件和概念提案提交至主辦方（地址：深圳
市福田區(qū)福中一路1016號(hào)地鐵大廈1409室，郵政編碼：518026），以實(shí)際收到日期為準(zhǔn)。
Deadline of signing up: 18:00, May 5th, 2010. Please deliver all signing-up documents and conceptual proposals to the Host before the deadline. (add: Rm1409, Metro Building, 1016 Fu Zhong Yi Road, Futian District, ShenZhen.?
518026), time will be measured by receiving the documents.
2、 資格預(yù)審會(huì)：初定于2010年 5月11日。
Pre-assessment jury: May 11th, 2010
3、公布資格預(yù)審評(píng)審結(jié)果：2010年5月20日17：00時(shí)之前。
Pre-assessment result announcement: before 17:00, May 20th, 2010.?
4、發(fā)出《參賽邀請(qǐng)函》的時(shí)間。公布預(yù)審結(jié)果后3天內(nèi)，主辦方將向邀請(qǐng)的設(shè)計(jì)單位以電郵或傳真的方式發(fā)出《參賽邀請(qǐng)函》。
Competition Invitation issue Date: within 3 days of after the announcement of pre-assessment result. The Host will send invitations to selected design firms via email or fax.
5、咨詢答疑與現(xiàn)場(chǎng)踏勘：
Q＆A and site visit
本次競(jìng)賽不統(tǒng)一安排現(xiàn)場(chǎng)踏勘和召開(kāi)答疑會(huì)，各設(shè)計(jì)單位可自行安排時(shí)間前往現(xiàn)場(chǎng)，主辦方將于2010年 5月 21 日―2010 年6 月 10 日以?
傳真、電子郵件等方式的相關(guān)問(wèn)題咨詢及答疑；2010年6月20日前發(fā)布補(bǔ)疑文件。?
There is no arrangement for Q＆A and site visit. Design firms can make site visit of their own； May.21st, 2010 to June. 10th, 2010 will be the Q＆A session via fax or email. Q＆A answer file will be announced before June?
20th,2010.
6、競(jìng)賽成果文件提交截止時(shí)間：2010年 7月 20 日17：00 時(shí)。
參賽的設(shè)計(jì)單位須在截止時(shí)間前將最終競(jìng)賽成果文件提交至主辦方（地址：深圳市福田區(qū)福中一路1016號(hào)地鐵大廈1409室，郵政編碼：
518026），以實(shí)際收到日期為準(zhǔn)。逾期將被視為棄權(quán)，并不得參與本次競(jìng)賽活動(dòng)的后續(xù)評(píng)審活動(dòng)。
Submission deadline: by 17:00, July. 20th, 2010.?
Please submit all deliverables to the Host before the deadline (add: Rm1409, Metro Building, 1016 Fu Zhong Yi Road, Futian District, Shenzhen. 518026), date will be measured by receiving the documents. Overdue submissions will be treated as giving up and can not participate the following process of the competition.?
7、最終方案評(píng)審會(huì)：初定于2010年 7 月 22 日―23日 。會(huì)議地點(diǎn)待定。
Jury: July.22nd to 23rd, 2010. Location is to be confirmed.
8、公布評(píng)審結(jié)果：2010年 8月 5日17：00時(shí)之前。
Announcement for jury result: by 17:00, Augest 5th 2010.

五、競(jìng)賽獎(jiǎng)金及相關(guān)費(fèi)用 Awards and Related Fees
1、獎(jiǎng)金：對(duì)于所有符合《競(jìng)賽文件》要求的設(shè)計(jì)方案，將評(píng)選出第一名，獲得獎(jiǎng)金 11 萬(wàn)元人民幣；第二名，獲得獎(jiǎng)金 8 萬(wàn)元人民幣；第三名，
獲得獎(jiǎng)金 6 萬(wàn)元人民幣。?
Bonus: winning schemes will be selected from schemes that meet the requirements on the Competition Documents.?
First prize winner will get a bonus of RMB 110,000； second prize RMB 80,000 and third prize RMB 60,000.
2、設(shè)計(jì)成本費(fèi)：邀請(qǐng)的設(shè)計(jì)單位，其提交的競(jìng)賽成果文件經(jīng)審查為有效的，將獲得人民幣 15 萬(wàn)元的設(shè)計(jì)補(bǔ)償費(fèi)（獲得第一名的設(shè)計(jì)單位除外）；
未被邀請(qǐng)的參賽設(shè)計(jì)單位恕不提供設(shè)計(jì)補(bǔ)償費(fèi)。
Compensation: invited design groups will get a compensation of RMB 150,000 as long as their submitted schemes meet the requirements in the Competition Documents. (except for the first prize winner). No compensations for voluntary participants.
3、獎(jiǎng)金及設(shè)計(jì)補(bǔ)償費(fèi)在最終競(jìng)賽評(píng)審結(jié)果公示結(jié)束后60日內(nèi)一次性支付。主辦方將與獲邀參賽的設(shè)計(jì)單位和獲得前三名的設(shè)計(jì)單位簽訂協(xié)議，
以支付設(shè)計(jì)補(bǔ)償費(fèi)和獎(jiǎng)金。獲得第一名的設(shè)計(jì)單位的獎(jiǎng)金將在設(shè)計(jì)合同簽訂后第1次付款時(shí)一并支付。
Bonus and compensations will be paid in lump sum within 60 days after the result announcement being issued. The Host will sign agreements with invited firms and winning firms for the payment of compensations and bonuses. First?
prize bonus will be paid to the firm along with first payment of contracted design fees.
4、以上獎(jiǎng)金和設(shè)計(jì)成本費(fèi)的稅金由設(shè)計(jì)單位自理。
Firms getting bonus or compensations will have to deal with taxes by themselves.
5、設(shè)計(jì)單位參加競(jìng)賽的所有費(fèi)用均由其自行承擔(dān)。
All participants should deal with all their expenses by themselves.
6、如果主辦方因自身原因不與獲得第一名的設(shè)計(jì)單位簽訂本項(xiàng)目設(shè)計(jì)合同，需公示理由和結(jié)果，并報(bào)政府主管部門備案，而且將支付獎(jiǎng)金和設(shè)計(jì)?
補(bǔ)償費(fèi)給第一名的設(shè)計(jì)單位。如果第一名的設(shè)計(jì)單位不與我司簽訂設(shè)計(jì)合同，我司將不支付其獎(jiǎng)金。
If the Host does not sign the design contract of this project with the first prize winner for his own reasons, they have to pronounce reasons and result, and report to the government, at the same time, they have to pay the first prize winner compensation and bonus. If the first prize winner does not sign the contract with the Host, no bonus will be paid.
